What people wanted — the mandates

A grant is what the system allows. A mandate is what you meant to authorise. Nobody writes the second one down, so here are starting drafts: for each kind of setup, what a reasonable person wanted the agent to do, what they did not, and what they never thought about.

These were not measured or surveyed. Each is a first draft written by the site to have something to show a delta against. They are meant to be wrong in places, and a pull request that changes one is the intended way to say so. The game hands every player a mandate of their own at the end of a run; what we learn from those, anonymously, will change these.

Excess and shortfall are totals across the profiles a mandate applies to. The deltas, as matrices.
